Education & Skills DevelopmentIn 1998 the Skills Development Act No.97 was signed into law. This Act formally established Sector Education and Training Authorities (SETA) and, in particular, the Transport Education and Training Authority (TETA). TETA is made up of a number of Chambers, the Forwarding & Clearing chamber being one of these. Other Chambers include Rail, Road and Maritime. There is no separate chamber for Supply Chain Management. The South African Qualifications Authority (SAQA) Act of 1995 provides for a National Qualifications Framework. Resulting from this Act industry is required to register qualifications and unit standards with the SAQA. Details of these can be obtained from the SAQA website but they are listed below with reference numbers for convenience. You will find that the use of reference numbers facilitates access. The Skills Development Act requires employers to pay a "skills development" levy to the TETA, most of which can be claimed back, provided proper training takes place, and certain procedures are followed such as the completion of Work-based Skills Plans and the submission of reports. There are mandatory grants which the TETA must pay to levy-paying companies who complete these requirements. There are also discretionary grants available. A portion of training spend must be based on registered unit standards and the engagement of accredited training providers. TETA has established a learnership programme for the industry and created a special system to assist Small, Medium and Micro Enterprises (SMME's). On this website the core subjects are listed as unit standards. National Certificate in International Trade (NGF Level 2)(SAQA Ref. 22439) The purpose of this qualification is to provide learners (new entrants to and existing, unqualified employees in the industry), who have had schooling at NQF Level 1 or below, with the conceptual framework and skills required to perform basic functions within the International Freight Forwarding environment. It can also be seen as serving as a bridging qualification for learners who move from formal schooling to the Forwarding and Clearing industry. Unit Standards with SAQA Ref:
National Certificate in Customs Clearing (NGF Level 3)(SAQA Ref. 22440) This qualification aims to provide learners with the conceptual framework to perform routine functions within the Customs Clearing environment with minimum supervision. Unit Standards with SAQA Ref:
National Certificate in Freight Forwarding (NGF Level 3)(SAQA Ref. 22442) The aim of this qualification is similar to that for Customs Clearing at NQF Level 3, i.e. to provide learners with the conceptual framework to perform routine functions within the Freight Forwarding environment. National Certificate in Customs Clearing (NGF Level 4)(SAQA Ref. 22441) Learners will gain a solid understanding of the relevant legislation governing the environment within which they operate, providing them with the ability to appropriately select and apply the law. Unit Standards with SAQA Ref:
National Certificate in Freight Forwarding (NGF Level 4)(SAQA Ref. 22443) Learners will be provided with the conceptual framework and skills to perform routine and non-routine functions in the Freight Forwarding industry and to supervise the performance of functions carried out by other employees.
